The red paint on the wheels is original. Through the years, Baker produced a variety of metal and wood products including metal and wood window screens, Venetian blinds, baby walkers strollers, including the original Taylor Tot baby walker.

The back wheels are 6 in DOA and the front ones are 3 in DOA. The tray is screwed to the flat bar handle frame.

I found an old advertisement for the Baker co toys. The rounded back seat with no leading edge wood on the back. Or under, media mail if over 9 oz.

I also found a patent for a very similar handle from the Baker co.

The solid round bar goes through the tray with wood beads and continues around the seat frame as do Taylor Tots with perforated holes in seat walls. This handle does not show on any Taylor Tot I came across, so this leads me to believe this is a Baker co. Shipping within the USA is free on media and first class shipped items.
